District Mission Statement:
The mission of Bayard Public Schools is to work in partnership with parents to provide a successful educational experience for all students to meet and exceed their potential through challenging and integrated curriculum, innovative technology, and diverse opportunities.
District Vision Statement:
Bayard Public Schools will effectively provide and adapt its programs to meet the needs of its students, today and in the future.
Nebraska Department of Education, Rule 10, requires that each school district prepare and distribute annually a report to the patrons of the district. The material included has been compiled and distributed to establish a communications process between the Bayard School System and the people it serves.
The Bayard School District is legally described as District #21 Morrill County, Nebraska. The district covers 262 square miles and includes properties located in Morrill, Scotts Bluff, Banner and Box Butte Counties. The district is a Class III school, organized as a K-6 elementary and a 7-12 secondary.
This report demonstrates a summary of the school district in a particular year and reflects the directions in which the district is headed for the future. Each district has its own formula for measuring quality education and success. To accurately assess the quality of any school district, diverse information such as student enrollment, staff, curriculum, facilities, financial statistics, budgeting, student achievement, and strategic climate must all be considered and reported objectively.

Accreditation and School Improvement
The Bayard Public Schools are fully accredited by AdvancED/North Central Association of Colleges and Schools, Commission on Accreditation, and the Nebraska Department of Education. This is a higher level of accreditation than is required by the state and is based on meeting the Advanc-ED standards for quality schools, demonstrating exemplary educational programs. The Bayard Public Schools continuously strive to meet all requirements for state and federal accountability. Both the elementary and secondary schools have been designated as being in need of improvement in making adequate yearly progress. Additional information about state and federal accountability is available through the State of the Schools Report which can be accessed on the official website of the Nebraska Department of Education at www.education.ne.gov. Locally, the district publishes this annual report as an accountability and transparency procedure. This report allows community members access to school information, which citizens can then use as a basis for positive action within the community or school district.
The school improvement process is an on-going process at Bayard Public Schools. Nebraska Rule 10 of the Department of Education requires that the following activities be included in the process at least one time in each five-year period.
●Review and update of a mission or vision statement
●Collection and analysis of data about student performance, demographics, learning climate, and former high school students
●Selection of improvement goals with at least one goal directed toward improving student performance.
●Development and implementation of a plan that includes procedures, strategies, or actions to achieve goals
●Evaluation of progress toward improvement goals
The school improvement process includes a visitation by a team of external representatives to review progress and provide written recommendations. The external team visits must occur at least once each five years.
The Bayard Public Schools (K-12) has developed a continuous concept oriented curriculum process to facilitate the students’ application of mathematics computation within the curriculum. The district’s assessment process compliments the curriculum and allows the district to examine the progression of the students’ abilities at various grade levels. The process has led to the development of the individual and group improvement goals and reports for students, parents and staff. The mission of the school is to empower the students to prepare for the future by stimulating interest, promoting positive accomplishments, and political awareness in a global society and life-long learners. The district’s improvement goals are as follows: to train staff on the implementation of the student goals, to enhance the development of the required skill, and to continue to evaluate and revise the student goal and five Advanc-ED quality standards integrated into the district improvement plan and the five Advanc-ED Quality Standards that comprises the school’s improvement plans for accreditation with the Advanc-Ed is the student learning goals: The students will improve in writing and reading comprehension and vocabulary. The NRT and CRT assessments, community, parent, staff, and student surveys, the school profile and the examples of evidence and artifacts of the five Quality Standards will measure the student learning goals and Quality Standards for Advanc-ED. The data gained will be analyzed to assist in the District in the verification process that the assessments and curriculum are in alignment and that the students are increasing their learning. The district engages in ILCD (Learning for Children with Disabilities) as an integral part of the school improvement process.
Curriculum, Instruction, and Course Offerings
Teachers utilize a variety of research-based instructional strategies including an emphasis on direct instruction of vocabulary within all subject areas and grade levels. Students receive instruction in the core subjects and in specials/electives at all grade levels. All students receive instruction from highly qualified and dedicated educators with favorable students to teacher ratios in all classes. Academically, Bayard Public Schools provide a comprehensive curriculum in all areas, meeting or exceeding state requirements. The school district is anticipating future changes in the reading/language arts curriculum in grades K-8 in alignment with forthcoming revised state standards in this area. The school district is in the second year of implementing a new History Alive! Social Studies curriculum (published by Teacher Created Institute, TCI). The district is in the third year of implementing the Science Fusion curriculum for elementary science instruction. The elementary school is in the fourth year of implementing the Go Math mathematics curriculum in grades. Alignment work will continue as state standards are updated in the other subject areas.
AMERICAN COLLEGE TESTING (ACT)
This report reflects the achievement of Bayard graduates on the ACT over time and is an indication of the extent to which they are prepared for college-level-work. The table below shows a multi-year trend of our high school’s ACT-tested graduates. From this table we can determine: (1) changes in the number and percentages of participants, (2) score changes in subject areas and the ACT composite, and (3) how local graduates compare with state averages.

NEBRASKA STATE ACCOUNTABILITY
Nebraska Statewide Accountability tests reading in grades 3 through 8 and 11 were administered for the first time in the spring of 2010. Students in grades 3 through 8 and 11 were administered examinations during the 2013-2014 school term to assess progress on the Nebraska Reading Content Standards. The tests measured the Nebraska Reading Standards and determined whether students were proficient on the reading standards.

WRITING ASSESSMENT
The state writing assessment was administered in the winter of 2014. The test was given to 4th, 8th and 11th grade students in the state to determine the numbers of students who have met the Nebraska writing standards.

Distance Learning Courses are provided to students through the Western Nebraska Distance Learning Consortium which is partnered with Educational Service Unit #13.
Lunch Program
The Bayard Public Schools provided a school lunch program in accordance with state and federal guidelines. Students and parents are able to check the school breakfast and lunch menu via the school website at www.bayardpublicschools.org. During the summer of 2014 Bayard Public Schools received a grant to begin operation of a summer feeding program. Additionally during the spring of 2014 the school piloted a “Grab and Go” Breakfast program where all students have the opportunity to eat breakfast in their first period classroom. This program is in the first full year of operation during the 2014-2015 school term.
Student Transportation
Student transportation is provided in accordance with the regulations of the Nebraska Department of Education. The school currently has five regular bus routes to provide transportation to school students living outside the city limits of Bayard.
Additionally, the school provides crossing guards at the completion of the school day for students walking across 8th Street. During the fall of 2014 the school added crossing guard service during student drop off in the mornings. The City of Bayard provides a crossing guard at the intersection of 8th Street and Main Street in the morning and afternoon to provide a monitored crossing site for students who walk to school.
Early Childhood Education Program
During the 2013-2014 school term, Bayard Public Schools was awarded a grant to establish a preschool at Bayard Elementary School. The Bayard Tiger Cubs Preschool is in the inaugural year of operation during the 2014-2015 school term.
Extra-Curricular Activities Programs
Bayard Public Schools maintain membership in the Western Trails Conference and the Minuteman Activities Conference. Bayard High School offers interscholastic competition in football, volleyball, cheerleading, cross country, golf, play production, basketball, wrestling, speech, track and field, and opportunities in vocal and instrumental music, Future Farmers of America (FFA), and Destination Imagination (DI).

Partnerships for Education
The school district has a variety of positive relationships with various organizations within the local and regional communities. Bayard Public Schools work closely with the following organizations to provide a high quality and cost effective education for all students.

AdvanceED – Quality training for staff in School Improvement and assurance of quality education through the accreditation process.

Bayard Public Library – The Bayard Public Library has incorporated the Accelerated Reader program into the library’s offerings to promote reading throughout the school year. The library and school also partner with the summer school program and summer reading programs.

Bayard Public Schools Support Fund – The Bayard Public Schools Support Fund was established in partnership with the Oregon Trail Community Foundation. The purpose of this foundation is to receive tax-deductible contributions of cash, securities, property, bequests, other gifts, and grants in support of the current and long-term betterment of the Bayard Public Schools, including replacement of the track at the Bayard Public Schools Sports Complex.

Bridgeport Public Schools – Bayard Public Schools shares a Director of Special Education with the Bridgeport Public Schools. Both schools are also partnering to provide transportation to students who are enrolled in educational programming at ESU#13 through an interlocal agreement that also includes Garden County Schools. Additionally the Bayard and Bridgeport schools share an interlocal agreement for the transportation of students to curricular and extra-curricular activities.

CJUMP – Bayard Public Schools is a member of the CJUMP (Choice Joint Utilities Management Program). This consortium of several regional schools through the Nebraska Association of School Boards works to secure natural gas purchasing at a volume rate with

City of Bayard – Bayard Public Schools partners with the city of Bayard with the School Resource Officer Program. Through this program a school resource officer is placed at the school to promote the three functions of a school resource officer: 1) Law Enforcement Officer, 2) Law Related Presenter, and 3) Informal Counselor. Additionally the City of Bayard provides a crossing guard to promote safety for students walking to school.

Conference Affiliations – Bayard Public Schools shares in costs related to providing high quality activities and competitions through the Western Trails Conference and the Minuteman Activities Conference.

Educational Service Unit #13 – Multiple services, including staff development, psychological services, and occupational therapy are provided to Bayard Public Schools through partnership with ESU#13.

Head Start (CAPWN and Community Development Institute) – Provide services for early childhood learning at Bayard Tiger Cub Preschool.

Local Beef Producers – Bayard Public Schools proudly serves locally raised and donated beef in the school lunch program. This beef is processed by a USDA inspected facility which is located locally in Morrill County.

Minatare Public Schools – Bayard Public Schools shares a Spanish teacher with the Minatare Public Schools.

NEVA (Nebraska Educational Virtual Academy) – Online credit recovery and dual credit opportunities for high school students.

Panhandle Prevention Coalition – Bayard Public School partners with the Panhandle Prevention Coalition to provide a safe and effective school environment through combined efforts to engage students in healthy behaviors.

VALTS (Valley Alternative Learning and Transitioning School) – Alternative School in partnership with ESU#13 and other area schools.

Western Nebraska Distance Learning Consortium – Classes are provided to students over the regional distance learning network.

WNCC – Dual Credit courses in College Algebra and English Composition

United Way of Western Nebraska – Provision of school supplies to students with needs.
These partnerships allow the Bayard Public School District to leverage its resources alongside other organizations to maximize learning opportunities for students.
